Nepal’s Provincial Governments Double Driving License Fees
Drivers across several of Nepal’s provinces are facing significant increases in the cost of obtaining and renewing their driving licenses. Gandaki, Lumbini, and Karnali provinces have recently approved substantial hikes in all categories of driving license fees as part of their fiscal year 2083/84 (2024/2025) budgets. These changes, implemented through the ‘Economic Bill 2083’, impact everything from initial applications to renewals and endorsements, signaling a shift in government revenue strategies for the transport sector.
Key Fee Increases by Province
Gandaki and Karnali provinces have taken the most aggressive approach, effectively doubling most of the fees associated with driving licenses. While Gandaki has kept the initial application fee unchanged, it has doubled the charges for new license issuance, renewals, and category endorsements.
Application Fees See a Hike
Currently, the standard application fee for any category of driving license stands at Rs. 500. However, starting from the upcoming fiscal year (around August 2024), drivers in Gandaki and Karnali will need to pay Rs. 1,000 for an application. In contrast, Lumbini province has maintained the application fee at Rs. 500.
Doubled Fees for New Licenses and Renewals
The most substantial increases are seen in the fees for obtaining a new license and renewing an existing one. For the A/K category (motorcycles and scooters), the current fee of Rs. 1,500 will jump to Rs. 3,000. This doubling of fees is a significant financial consideration for the vast number of Nepali citizens who rely on two-wheelers for daily commuting and business.
For the B category (cars, jeeps, vans), C category (tempos, auto-rickshaws), and D category (power tillers), the fee will increase from Rs. 2,000 to Rs. 4,000. This rise affects a broad spectrum of private vehicle owners and commercial transport operators.
Drivers seeking licenses for larger vehicles, such as the F category (tractors, minibuses, minitrucks), will now face a fee of Rs. 5,000, up from the previous Rs. 2,500. Similarly, for the G category (trucks, buses, heavy goods vehicles), H category (road rollers, bulldozers, cranes, fire engines, loaders), and I category (excavators, backhoe loaders, girders), the fee has doubled from Rs. 3,000 to Rs. 6,000.
It’s important to note that all new and renewed licenses will have a validity period of 10 years, providing long-term usability but at a significantly higher upfront cost.
Endorsement Fees Also Double
The cost of adding new vehicle categories to an existing license has also doubled. For endorsements in categories A through F, the fee will rise from Rs. 500 to Rs. 1,000. For endorsements in categories G through J (covering heavy-duty and specialized machinery), the fee will increase from Rs. 1,000 to Rs. 2,000.
Other Provinces’ Stance
Koshi and Bagmati provinces have also followed suit, doubling their respective driving license fees. However, the economic bills for Madhesh and Sudurpashchim provinces have not yet been publicly disclosed, leaving their fee structures uncertain for now.
